P To provide a production system of water-soluble saccharides derived from paper sludge and capable of simplifying the composition of treating devices to improve utilization rate of the paper sludge as the resource by suppressing generation of fermentation inhibiters to improve the yield of water-soluble saccharides. PSOLUTION: The production system of water-soluble saccharides is provided with a reactor 20 for performing hydrolysis treatment of paper sludge by adding carbon dioxide as the catalyst under conditions of 160-240° C treating temperature and 5-10 MPa treating pressure. The reactor 20 is provided with a solid liquid separator 21 for separating liquid components and solid components of the products. Also and the production system of water-soluble saccharides includes a gas-liquid separator 43 for recovering to reuse carbon dioxide from the liquid products and an enzymatic saccharification device 50 for enzymatic saccharification by adding an enzyme to the products. The paper sludge is damaged in its glycoside bonds while suppressed in generation of fermentation inhibiters by hydrolysis treatment and is decomposed into glycol by the enzymatic saccharification.
