PSOLUTION: A question signal for setting is transmitted from a questioner to each of a plurality of radio tags with one or more second transmission signal strengths, and a plurality of first RSSI values showing the reception signal strengths in the questioner of a response signal to be transmitted from each of the plurality of radio tags in response to the question signal for setting are obtained with each second transmission signal strength, and the range of the prescribed proportional number of RSSI values among the plurality of first RSSI values is set with each second transmission signal strength, and a question signal for inspection is transmitted from the questioner to a radio tag to be inspected with second transmission signal strength, and the second RSSI value showing the reception signal strength in the questioner of the response signal to be transmitted from the radio tag to be inspected in response to the question signal for inspection is obtained with each second transmission signal strength, and the second RSSI value is compared with the range of the RSSI values with each second transmission signal strength, and the communication performance of the radio tag to be inspected is determined based on the result of comparison.
