PROBLEM TO BE SOLVED: To inspect the quality of specifications using a traceability matrix 191.SOLUTION: A traceability matrix generation part 110 inputs design item information 181 representing a plurality of design items (high-order items) of high-order specifications and design items (low-order items) of low-order specifications, and generates the traceability matrix 191. The traceability matrix 191 is table data associatively showing each of high-order items and a plurality of low-order items. A design quality check part 120 calculates the number of low-order items entered into the low-order specifications as the number of low-order items for each of the high-order items entered into the high-order specifications based upon the traceability matrix 191. The design quality check part 120 compares the number of low-order items with a previously defined design range for each of the high-order items entered into the high-order specifications, and determines as an error item a high-order item whose number of low-order items deviates from the design range among the plurality of high-order items entered into the high-order specifications.
