PROBLEM TO BE SOLVED: To provide a polyisocyanate cross-linking agent excellent in compatibility with other water soluble or water dispersible resins and can exhibit stable water repellent and oil repellent effects particularly by combination with a water repellent and oil repellent component.;SOLUTION: The polyisocyanate cross-linking agent can be produced by preparing an isocyanate prepolymer having isocyanate groups in all terminals and allowing it to react with one or more compounds selected from the group of (A) a blocking agent, (B) polyols, (C) a compound shown by a general formula (1), (D) monoaminocarboxylic acids and (E) monoaminosulfonic acids at the terminal isocyanate groups thereof, and is a mixture of a polyisocyanate composition blocked at a part of its terminal isocyanate group with a blocking agent and the residual terminal isocyanate groups of which are bound with one or more compounds selected from the group of (B) the polyols, (C) the compound shown by the general formula (1), (D) the monoaminocarboxylic acids and (E) the monoaminosulfonic acids, and the polyisocyanate composition all the terminal isocyanate groups of which are blocked with a blocking agent.;COPYRIGHT: (C)2012,JPO&INPIT
