An electrolyte solution for a double layer capacitor and a double layer capacitor including the same. The electrolyte solution proposed for double layer capacitors comprises at least one conductive salt which contains cations with a maximum diameter of less than 9.20 and also contains all but not the same substituents on the central atom and At least one solvent containing functional groups selected from lactones and nitriles. Such an electrolyte solution has better characteristics than conventional electrolyte solution at low temperature when acrylonitrile is a solvent, and thus the double layer capacitor provided with the electrolyte solution of the present invention has excellent electric characteristics at low temperature.BACKGROUND OF THE INVENTION
