PPROBLEM TO BE SOLVED: To provide an F/W (firmware) update system which extendes the lifetime of a nonvolatile memory by reducing the update time of the F/W of a plurality of embedded devices and reducing the number of accesses to the nonvolatile memories built in the plurality of embedded devices. PSOLUTION: A personal computer side tool 210 divides new F/W 291 and the F/W before update embedded in the embedded devices in a specific block size. The personal computer side tool 210 compares the block of the new F/W 291 and the block of the F/W before update and generates the difference information indicating conformance or not-conformance for each block. The personal computer side tool 210 transmits, based on the difference information, each block of the new F/W 291 which is different from the F/W before update to the embedded device. The F/W update task 310 of the embedded device is to write each block of the new F/W 291 to the corresponding block of the F/W before update to update the F/W before update.
