PROBLEM TO BE SOLVED: To provide a floor-supporting and vibration-absorbing implement which makes floor-impact-sound insulation performance good and which can be applied to a low floor, and a floor structure.;SOLUTION: A dynamic vibration absorber 30 is equipped with a beam member 32 and a mass body 40. The beam member 32, which is formed like a long plate, can be elastically deformed. The beam member 32 is arranged at a distance δ from a substrate panel 14A in a direction along an undersurface of the substrate panel 14A. The distance δ is set equivalent to a dimension as large as/larger than the volume of the vertical deformation of the mass body 40. Spacers 34 are arranged on the one end-side and other end-side top surfaces of the beam member 32, respectively.
