A rejuvenating binder applicable to the recycling of aged asphalt pavements, comprising: A) a carrier medium, B) a chemical rejuvenating agent, and C) a chemical foaming agent and modifier. Chemical rejuvenating agents are compounds of disulfides type, or thiol containing groups, investing oxidative process, fundamental cause of deterioration of bituminous binders, reducing the concentration of polar compounds of bitumen and / or molecular weight of the compounds linked by sulfur. The preferred mode of application is in the form of chemical bituminous foam, by adding water which reacts with prepolymers functionalized with terminal isocyanate groups, releasing carbon dioxide, which acts as a chemical foaming agent.
