Disclosed are a system, a method and a device for access of a non-3GPP network to a 3GPP core network. The method comprises: an access gateway receiving a tunnel setup request sent by a terminal, the tunnel setup request carrying a public data network (PDN) connection type; the access gateway sending a PDN connection setup request to a 3GPP core network device to request set up of a PDN connection with the 3GPP core network, the PDN connection setup request carrying the PDN connection type; the access gateway receiving a network address, which is allocated to the terminal by the 3GPP core network device according to the PDN connection type after the PDN connection is set up successfully; and the access gateway sending the network address to the terminal.
