This cell contour forming device is provided with a cell image acquisition unit which images a group of cells for observation and acquires a cell image, a band image creation unit which, from the cell image, creates multiple band images that include a low-band image comprising a low-frequency component and include a high-band image comprising a high-frequency component; a feature value calculation unit which, from the high-band image, calculates a local texture feature value; a correction unit which performs correction processing on the high-band image on the basis of pixel values of the low-band image and on the basis of the texture feature values; and a cell contour forming unit which, on the basis of the high-band image after correction processing, forms the contours of cells contained in the cell group.
