PURPOSE: An environmentally friendly tire rubber composition is provided to be environmental friendly, and to minimize the loss of physical properties while reducing recycled waste tire. CONSTITUTION: An environmentally friendly tire rubber composition comprises 100.0 parts by weight of raw rubber, and 5-30 parts by weight of recycled carbon obtained by decomposing waste tire rubber powder and waste tire. The recycled carbon is surface-treated by one or more selected from ultrasonic waves, micro waves, and a combination thereof. The mixing ratio of the waste tire rubber powder and recycled carbon is 1:1-1:4.
