PURPOSE: An environment-friendly vehicle control apparatus and a method thereof are provided to manage the charge and discharge of a battery after a driving strategy is decided by estimating the possibility of traffic congestion according to present time and a driving course based on the learned car speed information.;CONSTITUTION: An environment-friendly vehicle control system is connected through a network to a navigation unit(110) and a vehicle controller(120). The navigation unit extracts the altitude information and curves information of a projected course which is setup by designating destination and the current standard car speed information of another projected course which is learnt from the past driving, and the extracted information is provided to the vehicle controller. The vehicle controller determines a gradient type according to the altitude information of the projected course which is provided by the navigation unit, and judges the type and length of a curve according to the curve information.
