PURPOSE: A self-control plan registering and verifying method and a server device therefor are provided to quickly handle an emergency situation according to a preregistered self-control plan when the emergency situation occurs. CONSTITUTION: A plan making input menu screen for receiving a self-control plan is provided (S104) when a connection request (S100) for registering the self-control plan for an emergency situation is approved (S102) at an input step (S106). When there are input completion settings for the plan making input menu screen (S108), a control range designated as a self-control plan and a damage range caused by the emergency situation are provided as a simulation result (S112) at a simulation step (S110). The self-control plan is verified (S116) based on a matching degree between the damage range and the control range and the registration of the self-control plan is executed (S122) according the verification result.
