PURPOSE: A tunnel speed lighting device and a tunnel lighting system including the same are provided to prevent accidents by monitoring the speed of vehicles and inform the speed to the drivers inside a tunnel. CONSTITUTION: A tunnel lighting system includes a tunnel speed lighting device (100), a main lighting device (140), a guide lighting device (150), a control device (160), and a detecting device (170). The tunnel speed lighting device includes LED modules (120). The LED modules are arranged at regular intervals in the longitudinal direction of a tunnel. The LED modules include multiple light emitting elements (124). The multiple light emitting elements are arranged at regular intervals in the longitudinal direction of the tunnel. The light emitting elements are turned on in order in the traveling direction of a vehicle depending on the speed limit of the tunnel. This process is repeated.
