PURPOSE: A sheet-type earth plate is provided to improve work efficiency by having sheet shape and being buried under an electric pole. CONSTITUTION: A grounding cable is drawn from an electric pole. A fiber layer(11) is a flexible sheet to surround the electric pole for grounding. Multiple copper plates(13) are arranged on the fiber layer at regular intervals. The multiple copper plates are welded with a lead wire(15) for being connected to the grounding cable of the electric pole. A grounding conductive layer(12) includes a grounding resistance decreasing member which is coated on the copper plate and the fiber layer with adhesives.
