PURPOSE: A ferritic stainless steel plate, with improved surface quality, and a manufacturing method thereof are provided to prevent surface roughness degradation due to a shot ball mark. CONSTITUTION: A manufacturing method of a ferritic stainless steel plate comprises next steps. A slab made from carbon: less than 0.02%, nitrogen: 0.02~0.08%, silicon: 0.01~0.05%, manganese: 0.01~0.7%, sulfur: 0.001~0.035%, phosphorus: 0.001~0.005%, chrome: 15.0~17.0%, nickel: 0.001~0.5%, copper: 0.01~0.5%, aluminum: 0.01~0.15%, titanium: 0.01~0.1%, the rest Fe and impurity. The slab is heated in 1000~1200C. A hot rolled steel sheet is manufactured by hot-rolling the heated slab the temperature of starting in 1170C and finishing in 800C. A cold rolled steel is manufactured by cold-annealing the hot rolled steel sheet. The cold rolled steel is annealed.
