PURPOSE: A waterproof plate for the outside entrance of subways and buildings is provided not to be lost or washed away and to respond to an emergency by being rapidly installed. CONSTITUTION: A waterproof plate for the outside entrance of subways and buildings comprises a base member (10), a plate (20), and a post (40). The base member is shaped into a rectangular parallelepiped and is horizontal to a bottom surface by being embedded into a gateway side. The top surface of the base member is formed with a rectangular uneven groove. The plate is installed inside the uneven part of the base member. The plate is rotatable by the medium of a shaft and a bearing and functions as a waterproof plate by being selectively stood. The post comprise a toggle clamp (46) to fix a contact surface or both side surfaces which come in touch with the post in the vertical installation of the plate.
