The device has a detecting circuit (CD) including a blade (MC) to be placed either in a state for prohibiting the circulation of a detection signal when a terminal (P1) of the vehicle is not connected to a terminal (P2) of a power cable, or in another state for allowing the flow of the detection signal when the vehicle terminal is connected to the power cable terminal. An analysis unit (MA) is arranged to deliver an alarm signal for disabling startup of a vehicle (V) when the detection signal travels through the detecting circuit. An independent claim is also included for a controller for a vehicle.
