PROBLEM TO BE SOLVED: To provide an operation control system, an operation control device, and an operation control method for a utility grid for stably operating the utility grid while maximally utilizing a renewable energy power generator.SOLUTION: An operation control system for a utility grid in which a central system controls a plurality of renewable energy power generators and a plurality of thermal/hydroelectric power generators connected to the utility grid comprises: the central system for controlling the thermal/hydroelectric power generators by creating an automatic frequency control signal for cancelling power supply/demand imbalance in the utility grid; and a renewable energy power generation control system which calculates an interconnectable amount of the renewable energy power generators by using power fluctuation of the renewable energy power generators caused by weather condition fluctuation and power capacity that the thermal/hydroelectric power generators can handle, gives an individual power generation instruction for making the total power generation amount of the renewable energy power generators be within the interconnectable amount to each renewable energy power generator, and calculates the fluctuating interconnectable amount by cooperating with the central system for basic information for calculating the interconnectable amount.
