PROBLEM TO BE SOLVED: To efficiently construct and update the environments of a plurality of computers having different environments.;SOLUTION: An environment construction apparatus includes: storage means 20 which is connected to an operation object device 400 over a network, stores operation instruction models as operation model information 27, and stores processing using the operation model information 27 on the operation object device 400 as operation catalog information 28; processing means 21 which specifies the operation object device 400 to be operated, and specifies individual catalog information associated in advance with the specified operation object device 400; and operation forming means 22 which converts information to be formed included in the operation model information 27 designated by the individual catalog information to information specific to the operation object device 400 specified by the processing means 21, to be formed into operation procedure information corresponding to the operation object device 400.
