PROBLEM TO BE SOLVED: To solve a problem where the personnel needs training for reducing a degree of damage to a minimum in response to an expected situation, considering both a mega-quake and a mega-tsunami, the situation in which the disaster and resultant damage exceeds the assumption made when a manmade structure has been built, even if the assumption is agreeable to people.;SOLUTION: Unprecedented natural phenomena and normal climate-limit natural phenomena of a site are generated, and, under a disaster situation generated on the basis of the generated phenomena, a training is conducted by utilizing an off-the-shelf personal computer.;COPYRIGHT: (C)2014,JPO&INPIT
