Awakening level determination unit (100) comprises a calculation unit (120), the estimation unit (130), the setting unit (140), determining section (160). Calculation unit (120) calculates a feature quantity from the heartbeat signal of the subject. Estimating unit (130) estimates the characteristic quantity of the non-awakening from a feature amount based on the correlation between the feature amount of the non-awakening feature value on awakening, was calculated by the calculation unit. The setting unit (140) is set as an indicator of the degree of awakening ranging feature amounts estimated by the estimation unit from the feature amount calculated by the calculation unit. Determination unit (160), by comparing the characteristic amount calculated by the calculation unit, and the index of the arousal level which is set by the setting unit determines wakefulness of the subject.
