PROBLEM TO BE SOLVED: To reduce traffic on a network in an information system for providing a service by using resources via the network.SOLUTION: A detection part is configured to detect the information of traffic which occurs due to the provision of a service. A division part is configured to generate a division pattern for uniformly dispersing resources in a plurality of areas. A calculation part is configured to, when uniformly dispersing the resources on the basis of the division pattern by using the detected information, calculate first traffic costs to be generated in accordance with the movement of the resources, second traffic costs to be generated in accordance with the provision of a service before the movement of the resources and third traffic costs to be generated in accordance with the provision of the service after the movement of the resources, and to calculate total traffic costs on the basis of the first to third traffic costs. A selection part is configured to select a pattern for uniformly dispersing the resources on the basis of the total traffic costs. A dispersion part is configured to uniformly disperse the resources on the basis of the selected pattern.
