PROBLEM TO BE SOLVED: To handle an NAS security context in response to the success or failure of a handover between different types of networks.;SOLUTION: When a handover between different types of networks for UE 1 has succeeded, a processing section 13 records an NAS security context generated by a generating section 12 to a storage section 11. When the handover between the different types of networks for the UE 1 has failed, the processing section 13 discards the NAS security context generated by the generating section 12.
