PROBLEM TO BE SOLVED: To handle a NAS security context depending on whether handover between different types of networks is successful or not.;SOLUTION: If UE 1 has succeeded in the handover between different types of networks, a processing unit 13 records a NAS security context generated by a generating unit 12 in a storage unit 11. If the UE 1 has failed in the handover between the different types of networks, the processing unit 13 discards the NAS security context generated by the generating unit 12.
