PPROBLEM TO BE SOLVED: To quickly perform a personal authentication by registering own bio-information once by a registrant of bio-information, allowing an electronic terminal operated by a user of a facility to request the lending of the registered bio-information of the registrant to a bio-information bank when the personal authentication is required in a hotel or other facilities, acquiring the registered bio-information and comparing the bio-information input from the electronic terminal with the lent registered bio-information. PSOLUTION: Bio-information lending operation means includes: arithmetic processing means which accumulates bio-information associated with customer ID information in a user code based on the received customer ID information, searches it from the user code, and identifies the bio-information with respect to the customer ID information according to the result of the search; and bio-information operation means which grants a lending qualification to the bio-information if the identified bio-information is granted with the lending qualification, performs a process for commanding the lending of the bio-information, performs a charge process, accompanying the lending, for charging to an electronic terminal operated by a user, and records the lending state of the bio-information including the processed charge, in the user code.
