A method for controlling crush and separation of a low-value substance and a high-value substance comprises the following steps: a) putting a waste circuit board into a control crusher (A) for crush, the particle size of the waste circuit board after the crush being controlled to be 2-5cm; b) feeding material after the crush into a magnetic separator (B), to obtain magnetic material by separation; c) feeding the material with the magnetic material removed into a vibrating screen (C) for vibration; and d) feeding the material after the vibration into an eddy separator (D) for separation, to obtain copper and aluminum by separation. A device for implementing the method comprises: the control crusher, the magnetic separator, the vibrating screen, and the eddy separator. The control crusher comprises a screen plate and a gap adjustment device for adjusting a gap between rollers. By means of the method and the device, the waste circuit board can be directly crushed through the control crusher without disassembly, and the particle size of the waste circuit board after the crush is controlled to be 2-5cm, showing desirable screening effects and particle size control, thereby achieving a uniform particle size of the product, and further facilitating separation.
