The present invention provides a method and an apparatus for controlling a signal connection between a user equipment and a cell. The method comprises: receiving a measurement report event sent by the user equipment, and recording an enhanced active set based on the measurement report event, the enhanced active set being used for storing a correspondence relationship between the user equipment and the cell, and the cell is a cell that is detected by the user equipment and has not been added to an active set of the user equipment; based on the enhanced active set, controlling the signal connection between the user equipment and the cell. The present invention can control a signal connection between a user equipment and a cell before the cell is added to an active set of the user equipment.
