Provided are a method and terminal for processing uplink control information, a base station, and a base station control device. In the embodiments of the present application, the indication information sent by the base station is received by the terminal, and the indication information is used for indicating to send uplink control information according to a first power offset, so as to enable the terminal to send first uplink control information to the base station via an E-DPCCH according to the indication information. Because the terminal determines a transmitting power according to the first power offset indicated by the indication information sent by the base station so as to send the uplink control information, therefore the flexibility of sending the uplink control information can be effectively improved.
