A base plate (1) or a base body is provided with a threaded extension (13) that is complementary to the screw cap (2), wherein the base plate (1) or the base body has a passage opening in order to accommodate the bushing-shaped insulating body (11), such that a substantially concentric arrangement of the threaded bolt (3), the insulating body (11), and the passage opening of the base plate (1) or of the base body results.
