The present invention relates to a plant extract with skin whitening effect, derived from Saxifragaceae plants and a cosmetic composition containing the same as an active ingredient for skin whitening. Provided is a cosmetic composition containing a plant extract as an active ingredient by identifying that an extract derived from Tiarella polyphylla or Koelreuteria paniculata among Saxifragaceae plants suppressing tyrosinase activity and melanogenesis and detecting a plant extract which optimally suppresses tyrosinase activity and melanogensis from the extracts of Tiarella polyphylla or Koelreuteria paniculata by each part of the plants, each extraction solvent, or each concentration. Therefore, the cosmetic composition containing the plant extract is identified to have a skin whitening effect, thereby being used in various types of functional cosmetic products with skin whitening effect.
