The present invention relates to a horizontal type fixed-bed reaction system which manufactures combustible synthetic gas by continuously reforming bio oil which is pyrolysis oil obtained by performing pyrolysis on wood biomass of a solid phase such as wood and the like, and an operating method thereof. The horizontal type fixed-bed reaction system of the present invention comprises: a reactant inserting device for inserting reactants mixed with water and bio oil received from wood biomass; a preheating device for preheating the inserted reactants; a vertical type reaction device for producing synthetic gas by reforming the preheated reactants at supercritical water conditions; and a post-treatment device for removing foreign materials contained in synthetic gas produced in the vertical type reaction device.
