The present invention relates to a multi-lamellar liquid crystal, which solubilizes insoluble/non-soluble fat-soluble materials to be applied to a cosmetic formulation, by solubilizing an insoluble/non-soluble cosmetic material through a liquid crystal technology. The insoluble/non-soluble cosmetic material causes pharmacological effects such as moisturizing, anti-aging, and/or anti-wrinkling effects, and/or antibacterial property enhancements. The present invention is characterized by comprising: a first step of adding phospholipid, neutral fats, polyols, cholesterol, and insoluble/non-soluble materials into an organic solvent and stirring the ingredients well to prepare a mixture solution; a second step of stirring a surfactant and a thickening agent in purified water to mix the ingredients well; a third step of emulsifying the mixture solution of the second step in a solution to form a multi-lamellar liquid crystalline structure and encapsulating the insoluble/non-soluble materials into the liquid crystalline structure; and a fourth step of removing an organic solvent contained in the third step using an evaporator.
