The device has a drilled tube (2) leading in a groundwater web (10). An electric pump (4) is provided to raise water from a tank (3) to the web located immediately under surface (13). A turbine (6) is coupled to an electricity generator (8) for forming a watertight hydroelectric group (5) established by drilling at bottom of the electric pump and a set of drains for allowing driving back water in the container and string the water on another turbine (12). The energy delivered by the latter turbine is controlled by valves that are actuated by servo motors (7).
