The device has a drive system and a tubular motor for actuating the drive system such that the drive system produces a rotation movement of blades (5). A cross-piece comprises a central beam (2), an upper cap (1), a lower cap (3) and a junction channel (4). The cross-piece includes a blade orientation system and a vertical blind (6), where the orientation system performs orientation of the blades horizontally on the blind. The lower cap is fixed in the cross-piece.
