The device has a rotating actuator (12) controlling a wheel (22) and a driving part (31) that rotate one set of blades (5). A cylindrical collar (15) transversally sliding on the actuator, acts on a horizontal rod (25) on which another set of blades (6) is articulated. The collar sliding movement and the actuator rotation are provided separately or simultaneously, by a ball (7) in frictional contact with the collar.
