PROBLEM TO BE SOLVED: To provide a device of easily and precisely manufacturing a plurality of fine hole rows extending in a longitudinal direction of a long plastic film.;SOLUTION: A device of forming a plurality of longitudinal fine hole rows on a long plastic film P includes: a guide rail 1 and a surface smoothing roll 3 extending laterally; and a plurality of punching means 2 movably arranged on the guide rail 1. Each of the punching means 2 includes a holder 21 movably supported by the guide rail 1, a punching roll 28 rotatably supported by a bracket 26 pivotally supported by the holder 21, elastic means 32 abutting on the bracket 26, and elastic force adjusting means 34 of the elastic means 32. The punching roll 28 faces to the surface smoothing roll 3. The punching roll 28 is decentered from a pivot of the bracket 26 laterally.
