PROBLEM TO BE SOLVED: To visually confirm the progress of the measure execution of a measure procedure of a railway vehicle on the ground when a failure occurs in the railway vehicle.SOLUTION: A train management device 10 acquires equipment state information from an equipment state detection device 30 which detects a state of equipment of a railway vehicle A. When the acquired equipment state information indicates the occurrence of a failure, the train management device 10 creates check list screen information including a measure procedure that corresponds to the failure, and makes a display operation device 20 display the check list screen information. Then, the train management device 10 creates check list screen display information which displays the progress of the measure execution of the measure procedure in accordance with an operation input to the display operation device 20 corresponding to the measure execution of the measure procedure, and the equipment state information that has been changed due to the measure execution, and sends the check list screen display information to a control room server 50 on the ground. The control room server 50 on the ground updates the received check list screen display information, and displays a progress status of the measure execution of the measure procedure of the railway vehicle A on a screen.
