PROBLEM TO BE SOLVED: To enable a terminal on the reception side to determine whether a communication partner is a base station or another terminal, when the other terminal performs synchronous processing and the like between the terminals instead of the base station in inter-terminal direct communication by the terminals present outside a communicable zone of the base station.;SOLUTION: A radio communication system in which terminals 2 can communicate with each other through a base station 1 arranges a number used for an inter-terminal direct communication cell identifier for identifying a terminal 2 performing inter-terminal direct communication in addition to a number capable of being used for a cell identifier for identifying the base station 1. The base station 1 stores information on the inter-terminal direct communication cell identifier, and transmits the information on the inter-terminal direct communication cell identifier to the terminal 2.
