PROBLEM TO BE SOLVED: To provide a reference stock setting device that can find a suitable safe stock of even a component which is large in variance in ordering quantity per order.;SOLUTION: When a component and a period are input through input means 1, a purchase result lead-time calculation part 34 calculates a purchase result lead time L with respect to the input period and component by reference to a purchase result DB 12 and a demand result DB 13, and a short delivery probability calculation part 36 calculates a short delivery probability Pb as a probability of a request lead time shorter than a purchase result lead time L. Then a short delivery request degree calculation part 35 calculates a short delivery request degree St as a ratio of an average value of the request lead time shorter than the purchase result lead time L and the purchase result lead time L, and further calculates an average value χ and a standard deviation σ of a request quantity.
