PPROBLEM TO BE SOLVED: To provide a vinyl acetate-based polymer emulsion excellent in viscosity stability at low temperature and a method for selecting the same. PSOLUTION: The vinyl acetate-based polymer emulsion is obtained by using a monomer containing an unsaturated group including polyvinyl alcohol and vinyl acetate. In the vinyl acetate-based polymer emulsion: an amount A of the polyvinyl alcohol used is 5-35 pts.mass/100 pts.mass of total amount of the monomer containing the unsaturated group; a polymerization degree B of the polyvinyl alcohol is 1,000-3,500; a residue C on evaporation of the emulsion is 10-40 mass%; a mean particle diameter D of the emulsion is 500-2,000 nm; and a stabilization index Z expressed by formula (1) is ≤40.
