Disclosed are a capacity and coverage self optimization method and device in a mobile network aiming to improve the self adaptive optimization performance of cell capacity and coverage. The technical solution thereof includes: calculating the frequency spectrum efficiency of a cell; if the frequency spectrum efficiency of the cell is less than a first threshold value then starting cell vertical sectorization processing to divide the cell into an inner sector and an outer sector and configuring relevant parameters of the inner sector and the outer sector so as to improve the frequency spectrum efficiency of the cell; then calculating the frequency spectrum efficiency of the outer sector; if the frequency spectrum efficiency of the outer sector is less than a second threshold value then starting inter cell interference coordination so as to improve the frequency spectrum efficiency of the outer sector and reconfiguring the relevant parameters of the inner sector and the outer sector so as to improve the frequency spectrum efficiency of the cell. The present invention effectively combines inter cell interference coordination with the vertical sectorization technology overcoming the defect in the prior art that the capacity and coverage cannot concurrently reach optimal and better realizing the self adaptive optimization of cell coverage and capacity.
