The invention relates to an apparatus and a method for local application of a magnetic field to organic cells. The claimed apparatus is a system by which the organic cells are subjected, in a totally non-invasive manner, to an extremely low frequency magnetic field, which comprises a generator () for generating a non-harmonic adjustable current signal of extremely low frequency and constant value, at least one resonance medium connected to the generator () containing at least one coil () wound on an emitter () made of permalloy or medicinal steel, the resonance medium being subjected to the above-mentioned constant sinusoidal current of extremely low frequency in order to obtain a constant magnetic field of extremely low frequency, with no voltage. The claimed method consists in subjecting organic cells from a subject's area of interest or the organic cells collected from the area of interest to a magnetic field having a pre-determined frequency, selected between 7.5 Hz and 7.9 Hz, preferably of 7.692 Hz, the magnetic field being constant, of extremely low frequency, and to an electromagnetic radiation with a value of 0.7...3.0 mT, with less than 0.2 % harmonics, with no voltage, the magnetic field being applied on a direction perpendicular on the skin surface or in the area where the vessel containing the collected cells is located.
