A state of a cell parameter at the time of state estimation is estimated using: a plurality of parameter transition information units (k, k+1) in which modes of change over time from an initial state to a predetermined state after a predetermined time has elapsed are shown for each usage environment of the cell, the information showing the mode of change over time of the cell parameters; and usage environment information showing the usage environment from the usage start of the cell to the cell estimation time. When the usage environment of the cell has transitioned from a kth usage environment to a kth+1 usage environment, a cell parameter pk having been used in the kth usage environment is calculated using the parameter transition information unit k that corresponds to the kth usage environment, after which the cell parameter pk+1, which is obtained after a cell in the state having the cell parameter pk has been used in the kth+1 usage environment, is calculated using the parameter transition information unit k+1 that corresponds to the kth+1 usage environment.
