A state of a cell parameter at the time of state estimation is estimated using: a plurality of parameter transition information units (k, k+1) in which modes of change over time from an initial state to a predetermined state after a predetermined time has elapsed are shown for each usage environment of the cell, the information showing the mode of change over time of the cell parameters; and usage environment information showing the usage environment from the usage start of the cell to the cell estimation time. When the usage environment of the cell has transitioned from a k^th usage environment to a k^th+1 usage environment, a cell parameter p_k having been used in the k^th usage environment is calculated using the parameter transition information unit k that corresponds to the k^th usage environment, after which the cell parameter p_k+1, which is obtained after a cell in the state having the cell parameter p_k has been used in the k^th+1 usage environment, is calculated using the parameter transition information unit k+1 that corresponds to the k^th+1 usage environment.
