The BRRT estimates the resilience of a building by calculating an expected cost for damages to the building based on the construction materials, the design, the structure and the natural hazard risk profile. The BRRT is a predictive model that forecasts the monitory costs to replace damaged building elements as a result of exposure to natural hazards. The forecasted costs are used as a proxy for resilience. Following the calculation of the expected costs an indexing system is used to determine a 'Resilience Rating'. The rating system is between 1 and 5 with 1 being low resilience to natural hazards (within the natural hazard risk profile) and 5 being high resilience. The resilience is calculated per hazard and then aggregated for an overall resilience rating of the dwelling. The Building Code of Australia sets minimum standards for construction across Australia, ensuring that buildings are safe, sustainable, accessible and cost effective. However, the minimum standards do not include measures to ensure that the building will be resilient (not suffer damage) during natural hazard events in a given location. Low resilience buildings are inherently brittle to natural hazard events, suffering damage and economic loss during floods, fires, storms etc. A building that is designed to be resilient to weather hazards is likely to save owners money as it will suffer less damage from these events. A rating from the BRRT will provide information concerning which parts of the building are most at risk. It is anticipated that the BRRT will be used by homeowners and homebuyers, local governments, developers, planners, conveyancers, local governments and other stakeholders in the property supply chain to rate the resilience of property to natural hazards to inform their respective decisions. 5 September 2013
