The present invention relates to a cobalt-based catalyst based on a metal structure, a preparation method therefor, and a synthetic oil preparation method, wherein heat generation during a Fischer-Tropsch reaction can be prevented by thinly and uniformly coating the surface of the metal structure by using a method for spray coating with a catalyst sol, which is pulverized after mixing zeolite, cobalt and a support, and simultaneously, a synthetic oil having a carbon chain shorter than a wax region can be selectively produced. The present invention provides a method for preparing a cobalt-based catalyst based on a metal structure for a Fischer-Tropsch reaction for selective synthetic oil production, the catalyst, and a synthetic oil prepared thereby, the method comprising the steps of: preparing a cobalt-oxide/metal-oxide support catalyst powder by sintering mixed powder obtained through a melt infiltration process of a cobalt hydrated salt and a metal oxide support; preparing a mixed catalyst powder by mixing the cobalt-oxide/metal-oxide support catalyst powder with zeolite powder; preparing a mixed catalyst sol by mixing the mixed catalyst powder with an organic binder and an inorganic binder and pulverizing the mixture; spray-coating a metal structure, which is surface-treated with alumina, with the mixed catalyst sol through an atomic layer deposition (ALD) process; and heat-treating the metal structure spray-coated with the mixed catalyst sol.
