In the present invention, the following are provided: a target charging station setting means for setting a target charging station that is to serve as an estimation target for a vehicle awaiting charging; a location acquisition means for acquiring the location of the target charging station; a vehicle information acquisition means for acquiring vehicle information including information indicating the travelling state of the vehicle and information on the battery with which the vehicle is equipped; and a vehicle estimation means that, using the vehicle information, determines whether a first condition indicating that the travelling state is a predetermined charge-awaiting state and a second condition requiring that the charging state indicated by the battery information is no more than a predetermined value are both satisfied, and that estimates that a vehicle satisfying the first condition and the second condition is the vehicle awaiting charging at the target charging station. The predetermined charge-awaiting state is a travelling state in which the vehicle is located within a predetermined range from the location of the target charging station, and the vehicle is waiting for charging at the target charging station.
