A hierarchical quality of service (QoS) scheduling method and device for resource multiplexing, for use on Multiprotocol Label Switching (MPLS) networks, the method comprising: when establishing a work path for starting hierarchical QoS on pseudowire or tunnel, establishing at the same time a hierarchical QoS scheduling tree for said work path, then attaching said QoS scheduling tree to the work path exit; when configuring a protection group for the pseudowire or tunnel, establishing a protection path; when a service on the work path switches over to the protection path, moving the hierarchical QoS scheduling tree from the work path exit to the protection path exit. The solutions of the embodiments of the present invention resolve problems of scheduling resource scarcity without affecting original equipment instructions, switching efficiency, or functionalities.
