Leakage of information is sensed without causing an adverse effect, and the agent of the leakage is identified. A server is provided with: a calculation unit that references a memory unit in which confidential information confidentially managed in a network is stored in association with a confidentiality degree indicating the level of confidentiality, and that calculates a leakage degree indicating the risk of leakage of the confidential information due to external access to the network; a determination unit that determines whether at least one of the confidentiality degree and the leakage degree satisfies a predetermined condition indicating a confidential information leakage reference; and an identification unit that identifies the agent of the leakage if it is determined that the predetermined condition is satisfied.
