The present invention relates to an acoustic signal generating apparatus for a reduction target experiment and a method thereof, which can simultaneously acquire an active signal and a manual signal and easily acquire the manual signal even when a reduction target starts. The acoustic signal generating apparatus comprises: a manual signal generating apparatus for generating the manual signal by receiving the manual-related information on a water moving body in order to replicate the manual signal of the water moving body stopping or starting; and an underwater sound transmission apparatus which is attached to the water moving body and which converts the manual signal generated by the manual signal generating apparatus into an acoustic signal for emitting the acoustic signal in water.
